Prime Minister Indira Gandhi and President Zulfikar Ali Bhutto signed it on July 2, 1972, changing the cease-fire line from 1971 to the Line of Control. The Shimla Agreement made it clear that India and Pakistan will settle all of their bilateral issues, including Kashmir, amicably through direct talks alone, as opposed to consenting to third-party or UN mediation. It doesn’t establish enforceable duties. Additionally, there makes no mention of a dispute settlement procedure in the event that one nation violates the treaty.
