Under the 91st Amendment of the Constitution of India, the actual cap limits the total number of ministers to 15% of the Lok Sabha’s total strength, which can vary. The President appoints members of the Council of Ministers based on the Prime Minister’s advice. The Prime Minister is in charge of it and it consists of Cabinet Ministers, Ministers of State, and Deputy Ministers. There is no constitutional amendment that limits the total number of ministers to 75.
