Yes, a candidate who has completed his education from an open school/ university can apply for the commission’s examination. It is necessary to have a bachelor’s degree to write the UPSC exam and even student who has written their final year exams and is waiting for their results can apply for the examination. An open degree doesn’t matter as long as it qualifies for recognition from a university.  The eligibility criteria for the  UPSC exam state the same when it comes to a bachelor’s degree.
