It addressed Tamil demands for autonomy in an effort to end the ethnic violence in Sri Lanka. Through the 13th amendment to the Sri Lankan constitution, it suggested devolution of powers, enabling elected Provincial Councils, particularly in the Northern and Eastern Provinces, which are dominated by Tamil people. India committed to sending the Indian Peace Keeping Force to Sri Lanka as part of the agreement. It was tasked with disarming militant organizations, such as the LTTE, and assisting in the establishment of law and peace in the impacted regions. On July 29, 1987, Rajiv Gandhi and J.R. Jayewardene signed the agreement.
