Ordinary Bill

Either a private member or a minister may initiate it. Before being sent for presidential assent, it must pass three readings in both houses of parliament, the Lok Sabha or the Rajya Sabha. Only Money Bill is subject to the 14-day restriction. The Rajya Sabha has the authority to postpone an Ordinary Bill indefinitely by failing to pass it. In order to break an impasse, the President may, in accordance with Article 108, call a joint session of both chambers.
